Project/Proposal Summary:
The USAID Tatweer project (development in Arabic) provides
comprehensive assistance to Iraqi ministries and offices
delivering services to the Iraqi people. Tatweer helps the
government of Iraq rebuild its civil service as part of a
general U.S. commitment to a strong, independent Iraqi
government providing its people with food, medicine, power and
a better future.
Tatweer seeks applications for qualified candidates to fill the
position of Agricultural Policy Advisor. The position is
located in Baghdad, Iraq. It is a short term contract.
Duties and Responsibilities:
1. Represents the Ministry of Agriculture (MoA) Senior Advisor
on agricultural policy at the MoA and other related Government
of Iraq (GOI) offices.
2. Assists in the formation of a policy analysis team at the
MoA headquarters
3. Assists the MoA Policy Team to survey and inventory current
agricultural policies
4. Guides the Policy Team to identify and prioritize current
policies for review and updating
5. Assists the Policy Team to Identify and prioritize new
policy requirements
6. Works with the Policy Team to revise agricultural policy
framework
7. Assists the Policy Team to develop a 2-year schedule to
update current and develop new policies
8. Trains policy team members in policy review, analysis and
development
9. Guides the Policy Team to complete policy analysis and
present recommendations for decision
10. Assists MoA review of policy recommendations
Knowledge, Skills and Abilities Required for the Position:
1. Good knowledge on "Agricultural Policy Analysis, Review,
Reform and Development.
2. Clear track of governmental consultancy on agricultural
policy.
3. Capable of coaching and training in agricultural policy.
4. Excellent in English and Arabic language skills.
5. Excellent communication skills.
Minimum Education and Experience:
1. Masters or higher degree in agricultural economy or related
discipline.
2. Ten years professional experience in agricultural policy.
Special Requirement:
Willing to visit the MoA and other related Government of Iraq
offices.
